I want to put Waterotor in a river near my house, but the river freezes over the winter, will it work?

Waterotor cannot operate where the river’s submerged flow is not moving. Waterotors will work if submerged below a surface ice sheet, if the river or waterway is deep enough. They are robust and not effected by ice particles.
